Jonathan returns to his role as Executive Director of the Illinois Commerce Commission; the Agency that oversees the $4 billion annual Illinois utility industry, development of alternative energy markets and enforcement of critical safety aspects of Illinois’ transportation systems. He previously served in the same capacity from 2012-2015.
Before rejoining the Commission in 2024, he spent the interim 10 years as an independent energy consultant whose clients included the combined wind, solar and energy storage industries, labor groups, environmental advocates, and minority organizations. Prior to 2012, he served as the director of the Illinois Energy Office - the hub for alternative energy development for the State of Illinois. Jonathan successfully planned and implemented the State of Illinois’ $150 million energy allotment under the American Recovery and Reinvestment Act, which resulted in over 10,000 jobs and leveraged over $1 billion in investment.
Jonathan’s energy expertise was called upon by USAID in two different engagements: he directly advised the governments of Mexico and Tanzania on the expansion and reform of their energy markets and strategies to promote and develop renewable and alternative energy projects.
Jonathan has a Master of Arts degree in Regulatory and Energy Economics from Illinois State University and a Bachelor of Arts Degree in International Relations, Modern Language and Theatre Arts from Beloit College. Jonathan further received a Diplôme des Etudes Française from l’Université de Haute Bretagne in Rennes, France.
