Susan L. Satter is the Chief of the Public Utilities Bureau in Illinois Attorney General Kwame Raoul’s Office. She joined the Illinois Attorney General’s Public Utilities Bureau in 2000, and previously served as legal counsel for the Illinois Citizens Utility Board. She has represented the People of the State of Illinois and residential consumers in administrative, judicial, and legislative proceedings involving energy, water, and telecommunications services and has addressed issues such as rates and prices, cost of service, cost of capital, infrastructure investment, energy regulation and markets, telecommunications regulation and competition, and corporate reorganizations. She received her JD from Chicago-Kent College of Law with honors and served as a judicial law clerk to the Honorable Warren J. Ferguson in the United States Court of Appeals for the Ninth Circuit. She earned her BA from University of Wisconsin at Madison.
